OK, so I fibbed... my suggestions are not necessarily "kinky" as the world typically defines it. However, they can be considered romantic, creative, more personal, and of course, cost effective. :-)
So, let's start with breakfast. We all know that it's the most important meal of the day right?!? What better way to start this celebrated day of love than with some red velvet pancakes? If you can't make red velvet, you could always use regular pancake batter with red food coloring. It'll be a totally cute idea to make them heart shaped, like below. Looks yummy right?!?
Now after your breakfast, and possibly a little "morning dessert," you can go about the rest of your day. If you and your loved one don't have the day off to celebrate, make sure that you pack a little note in their lunch bag, purse, briefcase, etc... someplace that you know that they'll look. It'll definitely bring a smile to their face! (psst, I do this for my daughter sometimes).Aside from love notes, the typical flower, candy, or fruit delivery always works. The only thing about that is, if you don't catch one on sale, or have a coupon, it can still be a bit costly.
If you and your valentine are both off, how about a nice, romantic lunch? Some of you Kinkies are still lucky enough to experience "nice" weather. Meanwhile, back at the ranch in NJ, I'm freezing! If you can spend some time out, spring a picnic on your love. An alternative to doing it outside is moving the coffee table and setting up a picnic area right in your living room... a basket, blanket, finger foods, delectable fruit, and wine!!
Now, the chances that you and your loved one are BOTH are, may be slim, but fret not, I have some ideas for you to celebrate with an after work date!! Whoever gets home first can win the prize by doing the following:

Now, the candlelit pathway can lead to a few places... the bedroom, the kitchen, the bathroom...
Let's work backwards, shall we? If leading to the bathroom, you can have a nice, soothing bath waiting for your loved one. Perhaps put candles all around in the bathroom, place rose petals in the tub, turn on some sensual music and leave the lights low.
Now if leading to the kitchen (or dining room), there's a few things you can do in there. You can either have some fruit with whipped cream and champagne/wine standing by or you can have a place setting for two prepared. Nothing like a candlelit dinner with love songs playing and wine poured as you look into the eyes of the love of your life. It's an added bonus if you cooked it yourself.
Last, but surely not least, the bedroom. They say that's where all the magic happens, right? Well, if can happen anywhere, including here...
Similar to the bathroom, sprinkle petals around, light candles for display, and possibly have your favorite fruit, wine (and whipped cream) and enjoy your night! ;-)
If the above is too mushy for you, or out of your [price] range, also consider the following:
- Homemade dinner cooked together,
- Homemade gifts/cards,
- Homemade stuffed and/or chocolate covered strawberries (or other fruit like apples),
- Purchase the other's favorite things and make a gift set/gift basket,
- Let your loved one wash your hair (so romantic... maybe forget detangling this once),
- A spa package and/or couples massage,
- A horse-drawn carriage ride, and...
- MORE!!
